Animal Webaction visited the site 15 September 2019 and confirms the situation described below.
In Romania, this shelter has no more food for its 241 dogs, they will starve to death!
Following a new SOS from Oliviu, we went to the shelter on September 15th.
The kibble stock is gone, Oliviu can no longer collect leftovers as he used to.
A parvovirus outbreak hit the shelter this summer, leaving Oliviu highly indebted: he cannot buy anymore food....
Against all odds, he is trying to save the shelter, we must support him.
We want to send 3000 kg of kibble as a matter of urgency.
Last July, the Animal Webaction community rallied to help Oliviu's shelter and send 3000 kg of kibble.
But this stock ended at the beginning of September: for nearly a month, Oliviu has been working hard to buy kibble and find other supplies for the dogs. Unfortunately, his efforts do not enable him to collect enough food, he and the dogs are forced to live from day to day!
For years, the shelter operated through a partnership with a local detention centre, which gave Oliviu its food remains. But since last year, this source has become very poor, and the alternatives tried by Oliviu have proved unsuccessful.
"If I analyze concretely the causes of the food crisis we are going through, I can say that the moment from which we began to have difficulties was that of a massive release of detainees to the juvenile penitentiary from which we took food. With the massive decrease in the number of detainees, the quantity of food has been substantially reduced"
In addition to the small quantities, this source has also become random: during our visit, it had been more than three weeks since any remains had been obtained... If nothing else, Oliviu has to find kibbles to feed the dogs!
This summer, a young pup named Gloria was brought to the shelter, bringing with her the parvovirus she was infected with. This highly contagious and often fatal virus spread very quickly among the puppies in the shelter, about ten of them had to be placed on treatment, only half survived.
The amount of veterinary expenses dedicated to the epidemic amounts to nearly 700€, the money collected by Oliviu only covers barely a third of the necessary sum.....
We can take action, we have already booked a truck and pallets, but we have to pay it before October 10th.
If the collection fails, we will not be able to pay, the departure of the truck will be cancelled and none of the collected kibbles will be delivered...
If the collection fails, we will refund all donors.
"I was a part-time consulting engineer, but there was too much to do at the two sites where we keep the dogs, and certainly not enough volunteers available to do the daily tasks. That's how I decided to quit my job."
Oliviu now devotes his days to the dogs cared for by the association, divided between two shelters (the maximum capacity of the first having been reached). Alone to take care of 241 dogs, from cleaning the pens to visiting the vet, Oliviu has no room for manoeuvre to work in parallel with the shelter, and very few resources.
Oliviu and his supporters have exchanged with several foreign associations and foundations in the hope of establishing new partnerships. Unfortunately, no exchange has yet led to a formal partnership.
Most of them are somewhat scared by the big amount of dogs. They are pretty reticent to start a full partnership with Speranta shelter since they are not sure if they can cope with the amount of dogs"" explains Oliviu.
During our last campaign for Oliviu's shelter, 260 dogs were still being hosted, spread over two shelters. Thanks to Oliviu's efforts, this number has now been reduced to 241, with many adoptions having taken place.
Unfortunately, this means that dogs in distress cannot be rescued until the situation at the shelter has improved: only 5 new dogs were rescued this summer, mainly for temporary shelter.
Oliviu's determination to help Romanian dogs is not affected by the difficulties encountered. However, he is aware that the situation has been worrying for months, and would like someone to provide him with help, whether to finance the actions or to assist him on the ground.
"There are so many things to do in order to improve the dogs situation from Romania, you might not even imagine how much help is needed" he told us last July. "Your help meant a lot for the shelter, you all have been the best help I received this year and I can’t imagine what I would have done without it" he told us during our last visit.
If the collection succeeds, the kibble will leave directly from our logistics centre in Romania. So we can act very quickly, and help Oliviu's 241 dogs to get food.
This collection is organized by the association Speranta Pentru Animale, chaired by Oliviu. The 3000 kilos of kibble collected will be delivered to Oliviu to feed the 241 dogs hosted at the shelter
